Academic Achievements：

In addition to teaching and administrative assignments, Dr. Mu has published extensively in economics related journals and books. In recent years, Dr. Mu has written articles on faculty ethics, academic freedom, and university governance. He is regularly invited to give public speeches both in Taiwan and abroad.

On December 15, 2006, Dr. Mu received an Honorary Doctorate degree at Saginaw Valley State University, Michigan, U.S.A. On December 11, 2008, Dr. Mu was awarded the 3rd Class Education-Culture Medal by the Ministry of Education.

Committees, Divisions & Their Missions

Test Construction Committee, and Research and Development Committee
The Test Construction Committee approves, monitors, assesses and provides consultation to research projects related to test construction. The Research and Development Committee takes charge of all other research projects regarding innovations in the college admissions system, test administration, information networks, service accessibility, general administration and other related issues. Members of both committees are recruited from renowned local scholars and specialists and are appointed by CEEC president to attend meetings convened and presided over by the president or the vice-president.

Examination Affairs Committee
The Examination Affairs Committee (EAC) approves the regulations and codes governing all examinations administered by CEEC, finalized all cases of breach infringements and critical complaints, monitors grading, settles disputes regarding testees’ scores, and offers suggestions on exam-related matters. Members of EAC are recruited by CEEC president from members of BCRC（Joint Board, College Recruitment Commission）, scholars, high school principals or their deputies, incumbent educational administrators, and CEEC personnel. EAC meetings are convened and presided over by the president.

Advisory Counselors
A number of specialists well experienced in college entrance examination affairs are recruited and appointed as advisory counselors by CEEC president. Special domain counselors are also recruited and appointed by the president upon request from the different divisions in CEEC or for specific projects.

Division I: Research & Development
Division I is responsible for item research and development, explorations of subjects or domains for future test administration and research on item-related matters not only to ensure validity and reliability of tests but also to survey the status quo of high school education as well as the admissions requirements of colleges and universities. It also carries out research on the scoring system to ensure and upgrade test quality and techniques. Research has also been conducted to improve test-setting, and great efforts have been devoted to the construction of item banks for different subjects or domains. This division is also in charge of the publication of Bulletin of Tests and Assessment.

Division II: Testing Service
Division II plans, implements and constantly seeks improvement of all test-related matters, including administering the General Scholastic Ability Test, the Department Required Test and handing other administrative responsibilities assigned by Joint Board, College Recruitment Commission. This division is also in charge of the reporting and re-checking of test scores, developing and managing test-related computer programs and information systems, as well as the enclosure affairs for the two major tests. It further provides useful test-related information to the public through workshops and seminars, in addition to its regular publications and channels of mutual dialogue.

Division III: General Affairs
Division III, the hub of CEEC administrative management, supports and facilitates the smooth operation of the center’s research and test administration affairs. Its major responsibilities include matters concerning personnel, renovation, acquisition, cashiering, documentation, media services and public relations.

Accounting
This unit takes full charge of all CEEC accounting and budget matters, including expenditure, appropriation and rationalization.
